History suggests that it will be very difficult for cities to grow denser in the coming years, despite rising concerns about the environmental costs of sprawl and the individual toll of commuting. Issi Romem, chief economist at BuildZoom, says one obstacle blocking densification is that large swaths of cities have been zoned for single-family housing only. Limits on building heights have had the same effect.
