The borough of Bloomingdale, N.J., recently adopted regulations for solar-energy and wind energy systems. The ordinance prohibits the installation of wind turbines on residential property. Ground-mounted solar systems also are banned under the ordinance. Besides aesthetic qualms, concerns have been raised that these ground systems could impede firefighting operations.
