According to Trulia Trends, house flipping activity tends to pick up as year-over-year price changes exceed 10 percent.

Now that home prices have slowed, flipping activity has become rarer. Another instance where flipping activity picks up is when prices fall, as foreclosures provide the opportunity for investors to get properties at discounted prices.
