The Iowa legislature is working on a bill that would restrict the activity of so-called “stormchaser” contractors who arrive in a town after a severe storm and before insurance adjusters have had time to inspect damage—then make deals with homeowners for quick repairs. An amendment passed by the Iowa house forbids contractors from misrepresenting themselves or promising deductible rebates, and voids contracts signed with firms that don’t follow the rules.
