Forest Grove, Ore., enacted regulations for several housing developments that require homes built less than 5 feet from a property line be sided and roofed with non-combustible material or equipped with fire suppression systems. The state code requires a boundary of less than 3 feet rather than 5, however, and the city council is considering how to resolve the discrepancy.
