Millions of families lost homes in the crash, which led to a high demand for rental that supply isn’t keeping up with. One economist finds it doesn’t have to be that way.
 
“What’s clear is that at the federal, state, and local levels, a lot more could be done,” writes Joshua Holland, digital producer for BillMoyers.com. “For example, some communities have enacted optional programs that incentivize developers who choose to build affordable units,” Holland adds.
