New York’s Superstorm Sandy rebuilding program making slow progress
New York City's federally-funded Build It Back program is making only slow progress and not keeping up the pace envisioned by former Mayor Michael Bloomberg. The program has been riddled by bureaucratic bottlenecks, says the New York Times, with many of the more than 20,000 applicants still waiting to have their homes rebuilt. Frustrated applicants have been stymied by lost documentation, temporary workers who handled their applications, and canceled meetings with program staff.
