North Richland Hills, Texas City Council under fire over new solar panel rules

New solar panel rules requiring residents to seek a special permit prior to installation have upset those living in a Texas community.

Residents of North Richland Hills, Texas are circulating a petition to throw out recently passed solar panel regulations. Under the new rules, homeowners seeking to install rooftop solar panels that face the street must get a special use permit. The permit application costs more than $500 and requires a public hearing and approval from the Planning and Zoning Commission and the City Council.
