A proposal from the Occupational Safety and Health Administration (OSHA) to toughen the silica-dust rule has drawn sharp reactions from business and labor groups. OSHA says the rules will protect construction workers and prevent 700 fatalities annually, but the National Federation of Independent Business and the National Industrial Sand Association say the rules would hurt businesses and jobs. The AFL-CIO supports the rule.
