Where New Construction Is Translating to Sales
One of the primary drivers of affordability is new-home supply, and while new construction has helped balance housing inventory, new-home growth varies across the country. The National Association of Realtors analyzed new-construction data in 2024 and 2025 from across the U.S. to figure out which markets have seen the most growth over the last few years, and more importantly, where that new construction translates to more sales.
Which counties saw the most new-home sales?
In 2024 and 2025, the largest portion of new construction sales was in the South. Of the top 10 counties that reported the most new-home sales, nine were located in the South. New construction accounted for roughly 35% to 52% of all sold listings in these counties, compared with the nationwide share of 15.6%.
At 35.9%, Kaufman County, Texas, saw the largest share of new-home sales in 2025. Kaufman County was followed by Harnett County, N.C., at 48.9%; Johnston, N.C., at 48.8%; and Dallas County, Iowa; among others.
Where did new-home sales grow the most?
The South saw the most new-home sales in 2025, but compared with other regions, they still declined the most in the South. In the South, new-construction sales declined by 3.7% in 2025. Meanwhile, the West saw the largest growth in new-home sales. There, new-home sales grew by 2.4% in 2025.
