In 15 years, California’s electric utilities would need to get half of their electricity from renewable sources, if Senate Bill 350 passes. A point of contention in the bill is whether residential rooftop systems should count in the mix. As it stands now, the bill does not count electricity generated by rooftop systems towards the 50% requirements—a provision utilities would like to change.
