President Barack Obama met with construction executives and others to discuss specific immigration measures that he could take without action by Congress. Specific action could involve allowing spouses of those holding certain types of visas to also work, and making changes to the dual-purpose visa process. In addition, low-skilled workers that have temporary work authorization could be given work permits.
