Some lot owners in Eliot, Maine, have been waiting for years for permission to build on their land. The town’s voters in November defeated an effort to repeal a restrictive growth ordinance so more homes could be built each year. All of 2015’s single-family building permits were awarded to the first three people in line when town offices opened 6:30 a.m. on Jan. 2.
