Lincoln, Nebraska’s building and safety inspector proposed several amendments to the city code, most of which call for property owners who don’t address issues with abandoned houses to pay hefty penalties. The problem of foreclosed homes, usually owned by a bank that does only minimal upkeep, has gotten worse in recent years.
