The statewide tariff for rooftop solar systems in Minnesota would include costs for offsetting carbon emissions found from power plants. The "value of solar" methodology seeks to pay customers credit for the carbon-free energy they generate from their rooftop PVs. This would also allow them to pay normal electricity rates when the sun isn't shining through net metering.
