Iowa is the latest Midwestern state to consider a bill that would rein in contractors who use high-pressure tactics to sign on customers after damaging storms. The bill is part of a growing movement against the practice over the past two years. Minnesota, Illinois, Missouri, Nebraska and South Dakota have passed similar laws, and Wisconsin and Kansas have considered such bills.
